The L.A. County district attorney's office is investigating allegations that El Monte police officers tried to intimidate residents who opposed a measure on the June ballot to provide more funding for the Police Department. Residents who displayed lawn signs opposing the measure claim that police would drive slowly past their homes and stare at them or knock on their doors and hand them literature that favored the measure.

Officials on Friday identified a man being sought in the fatal shootings of three men and a woman in an apparent gang-related attack last spring inside an El Monte nightclub. Sheriff's officials said they are looking for Anh The Duong, 24. The shooting occurred May 6 in the International Club on Telstar Avenue. Killed were Minh Tran, 28, of West Covina; Hao Trang, 28, of El Monte; Robert Norman, 20, of Garden Grove, and Lan Cang, a 23-year-old Long Beach woman.

El Monte police on Tuesday fatally shot a man suspected in the weekend killing of a 6-year-old girl after he refused to get out of a car and reached under the seat, authorities said. Investigators have not established whether the 23-year-old man, who has not been identified, had any connection to the shooting Sunday of Bryesha Limbrick, Los Angeles County Sheriff's Deputy Steve Suzuki said. The city of El Monte agreed Wednesday to pay $3 million to the family of a 65-year-old man who was fatally shot in the back after officers stormed his bedroom during a narcotics investigation. The city also agreed to comply with 15 conditions--including apologizing to the man's wife and a series of reforms for its Police Department.

Authorities on Wednesday defended an El Monte police officer who fatally shot an unarmed passenger in a car. Initially, the Los Angeles County Sheriff's Department said the officer believed the man and the driver of the car may have been involved in the fatal shooting Sunday night of a 6-year-old girl at a 7-Eleven during an outing to get ice cream. But Sheriff's Homicide Capt. Ray Peavy said Wednesday that the shooting had nothing to do with the investigation into the death of Bryesha Limbrick.

One day last summer, El Monte Councilman Jack Thurston got a state license to sell vehicles at a local Hyundai dealership. The next day, Thurston voted to approve an agreement between the city and his new boss. The dealership's owners hope to expand, and the agreement could provide them with some prime real estate occupied by homes and businesses.

An El Monte woman has pleaded not guilty to orchestrating lottery and travel scams in Los Angeles County. The district attorney's office says Delia Tellez faces 31 fraud counts, including 20 new felony charges for which she entered pleas Monday in L.A. County Superior Court. The 52-year-old is charged in two cases involving 23 alleged victims. Prosecutors say one of her scams involved telling people she won the lottery but needed to raise $40,000 to claim her prize.

The City Council has appointed Ken Weldon as its new police chief. He was the department's former community relations manager. When Chief Bill Ankeny announced his retirement, he recommended his deputy chief, Mark Gibboney, to succeed him. The council, however, decided to open the selection process and lowered the requirements for the post. Previously, the chief needed a bachelor's degree and at least five years in management.
