August 22, 1991 | With the search on for a new police chief to succeed Daryl Gates, the question of whether that person should come from within or from outside the LAPD may be a major stumbling block. Los Angeles resident ELIZABETH GARO, a publicist for a Hollywood-based record label , commented on the dilemma. She told The Times:
The recent discoveries and allegations of harassment, brutality, racism and the pivotal beating of Rodney King is a sign of a dysfunctional system. An organization is only as strong as its leader, and under the Gates administration an "us vs. them" philosophy has been created and adopted between the Police Department and Los Angeles. It is behavior motivated by control, power and confrontation rather than the idea of service and protection.
