Summer is the most peaceful season here in the midst of Mendocino County's vineyards and orchards, as fruit matures to the verge of ripeness and little work needs to be done until harvest. The July heat slows life down as well, adding to the stillness. Ellen Haas, however, doesn't have time for reveries or solitude. At the moment she is involved in debating the weighty issues of the food world: nutrition, affordability, sustainable agriculture.

To be sure, Haas' critics never have called her a witch. But rarely has a presidential appointee below the rank of Cabinet officer stirred as much partisan ire among members of Congress as Haas.

President Clinton will nominate consumer activist Ellen Haas to run U.S. food programs, ranging from food stamps to school lunches, that help feed millions of people, the White House said Monday. If confirmed by the Senate, Haas, head of Public Voice for Food and Health Policy, would be assistant agriculture secretary for food and consumer services. Public Voice is well-known in Washington for advocating a stronger meat inspection system and pesticide residue laws.

A nutrition group, saying the health benefits of eating fish are being offset by the risk of contamination, today launched a quest to set up a new federal inspection program for seafood. "This is a public health scandal in the making that requires first-rate legislative attention immediately," said Ellen Haas, director of Public Voice for Food and Health Policy, a nonprofit advocacy group.

The nutritional health of poor, rural Americans has deteriorated in recent years and they are now worse off than the urban poor, a new study reported Tuesday. "They are underfed, undernourished and in poor health," according to the yearlong study financed by the Ford Foundation and conducted by Public Voice for Food and Health Policy, a consumer activist group. Other recent hunger studies have focused on the urban poor and soup kitchens, church pantries and emergency food centers in cities.

The Administration today released an updated edition of dietary guidelines for Americans, finally embracing them more than five years after they were issued by the Carter Administration. The guidelines, essentially unchanged from the 1980 version, tell Americans to avoid too much fat and cholesterol, sugar, sodium and alcohol and to eat foods with starch and fiber, to eat a variety of foods and to maintain desirable weight.

The event was marked by an appearance at the school by Ellen Haas, federal agriculture under secretary for food, nutrition and consumer services.

School lunch cooks are hampered in efforts to provide nutritious meals because the government donates mainly "fat-laden foods" such as ground beef, pork and processed luncheon meats, a consumer health group said Wednesday. Ellen Haas, director of the Public Voice for Food and Health Policy, criticized the Agriculture Department, which administers the National School Lunch Program, for "not providing the critical leadership necessary to speed progress in reducing fat in school lunches."
