Elliott Corp. of Newport Beach has started construction on two retail stores at Tustin Market Place, a 400,000-square-foot community shopping center. The stores are T.J. Maxx, an off-price apparel retailer, and Ross Dress for Less, a discount clothier. Both are leasing 23,000-square-foot spaces, according to Elliott Corp. Construction is scheduled to be completed in October. Tustin Market Place, which is owned by the Irvine Co., is on Jamboree Road just off the Santa Ana Freeway.

Larry Combs and Gary Monroe have been named vice presidents of Elliott Corp., a Newport Beach-based general contracting company. Combs, who had been director of construction, will be responsible for all phases of construction operations, scheduling and management of the field staff. Monroe, who had been appointed director of operations in March, will now oversee the company's project management staff and the estimating operations.

In his new position, he will oversee all operations, including estimating, pre-construction and construction services, marketing and strategic planning. Dalton was previously senior vice president of Elliott Corp. of Newport Beach, a general contracting firm.
