Dane to Head EC Panel of Central Bank Chiefs: The European Community's central bank governors elected Erik Hoffmeyer of Denmark their new chairman, replacing Karl Otto Poehl, who stepped down two months ago. Hoffmeyer, 66, head of the Danish central bank since 1965, is the longest-serving central bank governor in the EC. Hoffmeyer will hold the position until the end of 1992, when Poehl's term would have finished.

Denmark, which for years has boasted one of the world's highest standards of living, now holds another, less enviable record--Western Europe's highest per capita external debt. At the end of 1986, Denmark's foreign debt stood at $40.3 billion--more than 40% of its gross domestic product. Divided among a population of just over 5 million, that means that every Danish man, woman and child is in the red to the tune of around $8,000.
