Ethiopia has begun withdrawing troops from its disputed border with Eritrea, creating a buffer zone for United Nations soldiers to monitor as part of a peace agreement that ended a 2 1/2-year war. The pullback, involving both nations, is expected to be completed in about two weeks. The war broke out in May 1998 when Eritrean troops took control of territory claimed by Ethiopia.
