In North Korea's highest-level contact with the West in six months, the head of the European Union arrived in Pyongyang today to promote peace on the peninsula. Prime Minister Goran Persson of Sweden, which holds the rotating EU presidency, was to meet with Kim Jong Il, the reclusive leader of the totalitarian North. The meeting comes at a time when efforts to promote the reconciliation of North and South Korea across the world's most heavily armed border are suffering setbacks.
