A school board vote on a final report examining the environmental effects of moving Oxnard High School, originally scheduled tonight, has been postponed because the report is not ready, an official said Tuesday. Trustees of the Oxnard Union High School District heard public testimony on a draft of the report last month and were scheduled to vote on the final report tonight. However, Takata Associates, which is preparing the report, is still working on the final version, Supt.

President Reagan received a final report Friday from the commission he appointed to investigate the Challenger space shuttle disaster. A police officer who shot a knife-wielding girl last weekend acted within department policy, according to a preliminary administrative report released Wednesday. Ventura Officer Kristin Rupp, 23, shot the 14-year-old Sunday night when the girl approached the officer after refusing to put down the knife. The girl, who authorities will not name because of her age, remained in stable condition at Ventura County Medical Center on Wednesday. She will be sent to a psychiatric facility upon release.

The Sept. 11 commission knew that military intelligence officials had identified lead hijacker Mohamed Atta as a member of Al Qaeda who might be part of a U.S.-based terrorist cell more than a year before the attacks, but it decided not to include that in its final report, a spokesman said Thursday. Al Felzenberg, spokesman for the commission's follow-up project, the 9/11 Public Discourse Project, had said earlier this week that the panel was unaware of intelligence specifically naming Atta.
