Residents of the Treasure Island Mobile Home Park say they plan to picket Saturday afternoon on South Coast Highway in front of the park to protest possible land-rent increases. Sally O'Halloran, a board member of the Treasure Island Residents Owners Assn., said the protest, which will start at 1 p.m., stems from residents' worries about new owners of the park. The park recently was sold to a partnership that includes the Richard Hall Co. of Costa Mesa.

Hall & Co. of California, Los Angeles, a provider of insurance and reinsurance brokerage, employee benefits consulting and risk management services. Nally previously served as the regional manager of Hall's Pacific Southwest region. Arvid R. Tillmar has been named senior vice president and Pacific Southwest regional manager of Frank B. Hall & Co. Brokerage Inc., a subsidiary of Frank B. Hall & Co.

New address: Frank B. Hall & Co. Inc., one of the nation's largest insurance brokerage firms, has moved its West Coast regional office to Costa Mesa from downtown Los Angeles "because Orange County is fast becoming an important international center for business and commerce within the Pacific Rim," said Ron Jackson, chief executive for the Costa Mesa office. The new regional office is in the Imperial Bank building near South Coast Plaza.
