Council members approved a $40,000 contract with Control Automation Design on Tuesday to upgrade the city's water well control systems. The new system will allow public works engineers to monitor levels at three wells and at three reservoirs from the Municipal Service Center, rather than at each individual site. The City Council recently authorized paying a contractor $52,795 for work on new playground equipment at Gutosky Park. The city awarded the contract to Hondo Company Inc. on April 13. The project included removing and replacing old playground equipment and putting in new rubberized surfaces.

City leaders understand that they cannot stop the merger of the Internet giant AOL and the nation's leading cable provider, Time Warner. But by taking no action at their recent meeting on a request to approve the transfer of the city's cable franchise contract from Time Warner to the new entity, AOL-Time Warner, City Council members hope to send a message. The message: Garden Grove is unhappy with its cable service provider and the franchise contract is up at the end of the year.

The city this week awarded three contracts totaling $949,300 for traffic signal and water system improvements. The largest of the contracts, for $729,500, went to Soffa Electric Inc. of Los Angeles for water equipment. The amount is 2.7% less than the city engineer's estimate, staff members said at Tuesday's City Council meeting. Baxter-Griffin Co.

The contract for another 85 bus-stop shelters has been approved by the City Council. Bustop Shelters of California will immediately install 50 of the shelters and the rest will be phased in over five years. Of the 373 bus stops around the city, 75 have shelters, according to J. David Kennon, the city's development services director. Bustop Shelters holds the license to 50 of those shelters, he said.

Agreements with the city's fire department and administrative staff were approved last month.

A developer will get a $2-million check from the city for achieving 70% occupancy of the Garden Promenade shopping center. On Monday night, City Council members voted 4-1 to carry out part of a development agreement with Hughes/Lyon Garden Grove Associates of Newport Beach for the reconstruction of the former Orange County Plaza/Garden Grove Mall at the northwest corner of Brookhurst Street and Chapman Avenue.
