City voters, who have traditionally gone to the polls in odd-numbered years to elect school board members, will find the election missing this November. The Irvine Unified School District Board of Education voted unanimously this week to save money by moving its biannual elections to November of even-numbered years. The change will save about $35,000 each election and put its election date in line with all but two Orange County school districts.

Minor violence marred Albania's first general election since the country plunged into anarchy in 1997, but local election monitors said that, despite some irregularities, voting had generally been fair. Prime Minister Ilir Meta's Socialists were widely expected to be reelected with a reduced majority. A man shot two election officials after getting into a dispute with them at a polling station in Tirana, the capital, the Public Order Ministry said. Neither was seriously hurt.

U.S. citizens wishing to vote in the Nov. 5 general election have until Oct. 21 to register, election officials said Friday. Would-be voters in Orange County also must be at least 18, California residents and not on parole or imprisoned for a felony conviction. Those not yet registered will not receive sample ballots in the mail but will get notification of their polling place and where they may obtain a sample ballot.

Two people, including a former Cabinet minister, were shot as violence flared ahead of Sri Lanka's general election this week, police said. Thiyagarajah Maheswaran, Sri Lanka's former Hindu religious affairs minister and a parliamentary candidate in the April 2 vote, was shot in the neck and head after a rally in the capital, an officer at the hospital said. In eastern Batticaloa district, an assistant elections commissioner was shot as he drove his car. He was in critical condition.

The Supreme Court upheld the state of Washington's open primary election system, a setback for the Republican and Democratic political parties in the state. By a 7-2 vote, the court said the state could use a primary system that allowed the top two vote-getters to advance to the general election, even if they were from the same party. Washington never held a primary under the voter-approved system because of legal challenges. Writing for the majority, Justice Clarence Thomas said that overturning the plan would have been an "extraordinary and precipitous nullification of the will of the people."
