Among the regulars at Los Angeles' public golf courses, Mayor Richard Riordan's helicopter tour quickly became the stuff of legend--and fear. The city employees who tend the starter's windows or mow the grass at the 12 courses were sure they were about to lose their jobs.

The county has turned over the management of the Chester L. Washington Golf Course to a group of private investors who have agreed to spend $900,000 to renovate the course. The CW Golf Partners--Vince Evans, a Los Angeles Raider; Sidney Williams, husband of Rep. Maxine Waters, (D-Los Angeles), and a former Cleveland Brown; and Edward K. Waters, the congresswoman's son--and American Golf Corp. acquired a 25-year lease to the park at 120th Street and Western Avenue last month.

They had this crazy dream, Eugene Hardy, Alton Duhon and Charles Amos. A dream that three African-Americans who are passionate about golf might win the contract to manage Chester L. Washington Golf Course, one of the first in Los Angeles County to allow blacks as members. Sure, Hardy and his partners knew there would be competition to run the course, a busy place just outside Hawthorne whose regulars over the years have included boxer Joe Louis, Dodger great Maury Wills and football's Jim Brown.

No-smoking signs would be required in city-owned buildings across Los Angeles under a measure that received preliminary approval Tuesday from the City Council. The ban, which was approved 10 to 2, will apply to City Hall and all other public facilities. City-operated restaurants and lounges, such as those at golf courses and Los Angeles International Airport, will be exempt.

Yesterday [July 8], I watched the Los Angeles City Council postpone its vote on the proposed golf course in the Tujunga Wash for two weeks ("City Delays Vote on Big Tujunga Golf Course," July 9). This will give the Santa Monica Mountains Conservancy enough time to develop its plan to purchase the wash and turn it into a nature and recreational preserve. It is important that the Santa Monica Conservancy be given a chance to succeed. The conservancy will resolve the problems of trash and deterioration the property has suffered under the ownership of the golf course developer.

Some courses also restrict women's play on Sunday mornings. Also listed are courses that reported no such restrictions. The Bruce and Linda Jenner Celebrity Tennis "Love Match" Tournament will be held today at the North Ranch Country Club in Westlake Village. More than 40 celebrities will pair with an equal number of local players in round-robin competition, which runs from 8 a.m. to 5 p.m. Some of the show-business personalities expected to attend are Anson Williams of "Happy Days," David Hasselhoff of "Night Rider," Michael Warren of "Hill Street Blues," Morgan Brittany of "Dallas" and Cindy Gibb of "Fame."

As some of the higher scores came in from Friday's opening round at the Los Angeles Women's Championship--an 84 here, an 89 there--Cherie Zaun might have felt a little better. The 87 she shot in qualifying earlier this week might have seemed a little less horrible, maybe just a bump in the road for a new player trying to fight her way onto the LPGA tour. "She's got what it takes to be out here," said Helen Alfredsson, a friend and tour veteran. "She's got a good swing and she's competitive."
