Only 124 registered voters live in the West Valley County Water District, but 11 of them are running for election Tuesday to the district's five-member board of directors. Despite the preponderance of candidates, some residents--including some incumbents--can't understand why anyone would want to govern the three-square-mile water district serving Neenach, a town in the far western corner of the Antelope Valley.

Two years after Green Valley, a rustic community tucked away in the mountains 20 miles north of Santa Clarita, had to severely restrict their water usage as the most seriously drought-affected locality in Los Angeles County, residents may be on the verge of relief. A test well, drilled 1,000 feet into bedrock, produced a water flow this week of 50 gallons a minute, Green Valley County Water Board officials said Wednesday.

In what officials said may be the highest percentage of turnout--77%--in Los Angeles County, 96 out of 124 registered voters in the tiny West Valley County Water District voted to fill four seats on the five-member board of directors. But the races were so close that outcomes could change because of five ballots, said district secretary Kathleen Rener, whose husband, Steve, led with 42 votes (16.2%).

There will be quite a few new faces on five water boards in the Antelope, Crescenta and Santa Clarita valleys after Tuesday's election. Of the five water board races that appeared on the ballot, only the Quartz Hill Water District will remain as it was before the election. All three incumbents in the small, west Antelope Valley district were reelected. Olan Flick, 73, Michael Risolo Jr., 75, and Don Raven will retain their seats.
