Caribbean Community leaders urged Haiti to employ secret ballots and other democratic safeguards in national elections scheduled for Jan. 17, but they said that sanctions would not be imposed on any new government there. The community, a grouping mainly of former British colonies, ended a two-day summit in Barbados on Haiti's political situation, releasing a communique that Haitian opposition leaders described as "soft" toward their country's ruling National Government Council.

U.S. and other foreign diplomats are making a quiet, 11th-hour effort to encourage Haitian opposition leaders to field a national unity candidate in the Jan. 17 presidential election, American officials say. The government of Lt. Gen. Henri Namphy is organizing the election after balloting on Nov. 29 was canceled because of an outbreak of terrorism that left at least 34 people dead.
