Phoenix Cardinals interim head Coach Hank Kuhlmann has decided to change quarterbacks and will give second-year pro Tom Tupa his second career NFL start in Sunday's game here against Tampa Bay. Kuhlmann, a fourth-year assistant who took over Monday for the fired Gene Stallings, said he asked offensive coordinator Jim Shofner for a recommendation Wednesday and Shofner suggested Tupa. Duke Coach Steve Spurrier has interviewed for the Phoenix Cardinals' head coaching job, a Phoenix newspaper reported today. The Arizona Republic said Spurrier confirmed that he met with the NFL team's general manager, Larry Wilson, last Thursday at Durham, N.C. Although Wilson would not give details about the meeting, he told the Republic, "I think he has an outstanding record, and I thought we had a good meeting." Vinny Testaverde said he didn't want to relive a three-year-old nightmare. Testaverde's threw to Mark Carrier on a five-yard touchdown pass play with 43 seconds left gave the Tampa Bay Buccaneers a 14-13 victory over the Phoenix Cardinals Sunday. The win gave the Buccaneers their first two-game winning streak in five years. Testaverde's last game here was the 1987 Fiesta Bowl when he played for the University of Miami.
