A judge assigned to the case of three teen-agers charged with a shooting near Westlake High School already has made up his mind that the defendants are guilty, an attorney charged Thursday, causing a preliminary hearing to be delayed. Defense attorney John E. Meyers filed papers in court that accused acting Superior Court Judge Herbert Curtis III of bias toward the three defendants and asked that someone else be appointed to the case.

By the time Assemblywoman Cathie Wright's daughter was ordered off the roads this month, she had received 27 traffic tickets--including 24 for speeding--had been in at least six accidents and was the subject of 10 hearings by the state Department of Motor Vehicles, public records show. A Ventura Municipal Court judge has told Ventura County district attorney investigators that Assembly Speaker Willie Brown (D-San Francisco) asked him to give favored treatment to Assemblywoman Cathie Wright's daughter when she appeared in court on traffic violations last year, sources familiar with the investigation said Tuesday.

Assembly Speaker Willie Brown (D-San Francisco) lashed out Wednesday at Ventura County Dist. Atty. Michael D. Bradbury, whose office is investigating whether Brown and Assemblywoman Cathie Wright (R-Simi Valley) improperly sought to gain favorable treatment for Wright's daughter in traffic violation cases. Brown asserted that Bradbury's motives were personal pique and politics.

A Ventura automobile dealership was fined $1,190 Wednesday for letting paint waste water run from its gutters into storm drains feeding the Ventura River and the ocean. The R.E. Barber Ford dealership at 3440 E. Main St. was convicted of violating the California Fish and Game Code, which forbids allowing paint waste to enter state waters because it is highly toxic to fish.
