A Huntington Beach couple were shot and killed late Saturday after apparently stopping their car by an emergency call box on a desolate stretch of highway in the mountains east of San Juan Capistrano, authorities said. Orange County sheriff's homicide investigators said Dr. Kenneth C. Stahl, 57, an anesthesiologist, and Carolyn Oppy-Stahl, 44, an optometrist, were found dead from multiple gunshot wounds. Their bodies were slumped in the car. Stahl's mother, Bobbie C.

A high-ranking official for the Orange County Transportation Authority will head the Irvine-based division of the California Department of Transportation, state officials announced this week. Cindy Quon, a civil engineer who manages project development at OCTA, will become director of Caltrans District 12 on Aug. 3. She succeeds Ken Nelson, who was acting director for 20 months. Quon will be in charge of planning, building and maintaining all state highways in Orange County.

A Riverside County brush fire on Sunday shut down the Corona Freeway and backed up traffic along the Artesia and Riverside highways into Orange County. The 20-acre fire was reported at about 2 p.m. near the intersection of the Riverside and Corona freeways, said Melissa Leader, a spokeswoman for the California Department of Forestry in Riverside County.

If no steps are taken to ease traffic, the number of miles of congested highways in Orange County will increase dramatically by the year 2010, according to a new study by the Southern California Association of Governments. The map below outlines the currently congested areas, and those that will become so if nothing is done to combat highway gridlock.

I was pleased to read "Residents Challenge Proposal for Bridges (Sept. 18)." The core of this issue goes beyond plans for a few bridges that may not be built for another 10 or 20 years. The key issue is county government's right to force local cities to accept plans which will negatively impact local communities and environmentally sensitive areas. A secondary issue is due process with respect to citizens' rights to ask questions and provide comment in a public forum. The city of Costa Mesa agreed to embark on an objective cooperative study with the Orange County Environmental Management Agency and the cities of Newport Beach, Huntington Beach and Fountain Valley to determine the need for two bridges across the Santa Ana River.

For the decade ended in 1991, alcohol-related deaths and injuries reached their highs statewide in 1987. By 1991, there had been significant declines in both measures--particularly in Orange County. Statewide, fatalities dropped 26%. The drop for Orange County was 46%. In the urbanized Southern California region, only Ventura County recorded a larger drop.

The article "Highways Taking Toll on Wildlife" (Sept. 3) states 94 animals were killed on the Eastern toll road, and 28 more were killed on the other two toll roads in Orange County, for a total of 122 animals destroyed by the toll roads, and only 12 animals were lost on all of the other freeways and highways in Orange County during a designated time span. Yet Lisa Telles, spokeswoman for the Transportation Corridor Agencies, has the audacity to proclaim, "We did extensive studying before the toll road was constructed.

Homeowners in the Aegean Hills area of El Toro complain of speeders on Alicia Parkway and Muirlands Boulevard. Residents of the Nellie Gail Ranch development in Laguna Hills moan that Oso Parkway has become "Oso Raceway." To cope with speeding drivers, Supervisor Gaddi H. Vasquez of the 3rd District, will ask his colleagues today to appeal to the California Highway Patrol to begin using radar to enforce speed limits throughout unincorporated Orange County.

Operators of Orange County's public toll roads on Thursday increased fares for cash-paying motorists and for drivers who travel the financially struggling San Joaquin Hills turnpike during rush hours. The new tolls are expected to raise millions of dollars a year in additional revenue for the Transportation Corridor Agencies and brighten the financial outlook for the San Joaquin Hills tollway from Newport Beach to San Juan Capistrano.

Traffic on the new Eastern Toll Road dropped by 42% after its operators began charging one-way tolls of up to $3.25 this week, officials said Tuesday. Preliminary numbers released by the Transportation Corridor Agencies, which oversees privately financed highways in Orange County, show about 84,000 drivers used the 17-mile shortcut between Irvine and Riverside County on Monday. That number is down from an average of 145,000 last week, when the ride was free.
