Roberto, a 21-year-old fisherman from the Philippines, stands on the deck of the Honghai, a rusty Taiwanese trawler anchored in this small harbor, and gazes at forbidden land a few hundred yards away. For Filipinos and other foreign seamen on board the Honghai, Taiwanese soil is off limits by government decree. "We're stuck here," Roberto says bitterly.

In Los Angeles' war against drugs, there are some success stories. Take the Adams Garden Hotel in the Mid-City area. Back in 1985, police were constantly at the 35-unit hotel in the 4900 block of West Adams Boulevard, trying to stem a parade of drug pushers and prostitutes.
