Federal officials Wednesday notified more than 650 businesses around the country, including nearly 50 in Los Angeles, that their records will be audited as part of a widening effort to find companies that hire illegal immigrants. The number of notices issued is the largest ever in a single day and exceeds the total sent out in all of fiscal 2008, Immigration and Customs Enforcement officials said.

For more than five years, U.S. immigration authorities have touted the success of a national program aimed at arresting and deporting dangerous criminals and fugitives. In frequent early morning raids at homes in Los Angeles and around the country, federal fugitive teams have sought out immigrants with criminal records or outstanding deportation orders. And year after year, the Department of Homeland Security has received congressional support and funds to expand the program.

The federal government is looking for contractors to build a possible detention center in the Los Angeles area that would hold up to 2,200 illegal immigrants and others suspected of violating immigration laws. Immigration and Customs Enforcement spokeswoman Virginia Kice said last week that the agency was "exploring the feasibility of such a project," though she said no definitive decisions had been made.

U.S. immigration officials will no longer sedate foreign nationals against their will without a federal court order, according to an internal memo dated Jan. 9. The government "may only involuntarily sedate an alien to facilitate removal where the Government has obtained a court order . . . " the memo read. "There are no exceptions to this policy. Emergency or exigent circumstances are not grounds for departures from this policy."

Federal authorities said Thursday they had dismantled a smuggling ring that brought hundreds of undocumented immigrants each month into Southern California, using private homes as "drop houses" and a 99-cent store as a staging ground. Authorities estimate the ringleaders may have grossed $6 million to $18 million annually transporting about 5,000 undocumented immigrants after they illegally crossed the border into Arizona.

In a stinging ruling, a Los Angeles federal judge said immigration officials' alleged decision to withhold a critical medical test and other treatment from a detainee who later died of cancer was "beyond cruel and unusual" punishment. The decision from U.S. District Judge Dean Pregerson allows the family of Francisco Castaneda to seek financial damages from the government. Castaneda, who suffered from penile cancer, died Feb. 16.
