International monitors said they had carried out their third inspection of secret IRA weapons dumps in the last 12 months as part of Northern Ireland's faltering peace process. The monitors said in a report submitted to the British government that the dumps' contents had not been used since the previous inspection and that the Irish Republican Army had "fully honored their commitments."

Nisich, director of building and safety for the city of Beverly Hills, has been elected president of California Building Officials, a Sacramento-based association of building and code enforcement officials from more than 400 jurisdictions in the state. Nisich previously has served in building inspection posts in Sacramento and Santa Clara counties and has been active in the organization since 1978.

The Air Force wing blamed for an embarrassing mix-up last year in which a bomber mistakenly flew to Louisiana armed with nuclear missiles has passed a new inspection, the military said. Minot Air Force Base's 5th Bomb Wing was recertified in the handling of nuclear weapons after the inspection, which followed months of retraining and the sanctioning or outright replacement of some airmen.

It looks like a cross between R2D2, the robot of "Star Wars" fame, and a garden hose with a sprinkler attached. Called the Cobra RPB-2010, or "flying boroscope," it is a computer-controlled small camera system used to conduct visual inspections of jet engines, steam turbines, pipes and other places where people can't go.

No one can deny that auto emission laws have made an impact on the smog problem. IRT Corp. said it has signed a purchase agreement with Delco Electronics Corp., a subsidiary of GM Hughes Electronics, to sell up to 17 automated circuit board inspection units over the next two years. At current prices, the Delco contract could be worth up to $6.6 million to IRT.
