Lottery operator Gtech Holdings Corp. said it created a new unit to market Internet lottery games outside the United States, where federal law prohibits using phone lines for betting. Gtech's effort would be the first major attempt to use technology to restrict international access to Internet wagering, said Tim Kelly, acting executive director for the National Gambling Impact Study Commission.

Microsoft Releases Test Browser Software: The Redmond, Wash.-based company made the versions for its Windows 3.1 operating system and Apple Computer Inc.'s Macintosh computers in a move to compete aggressively in the Internet market. Microsoft Corp. is distributing the software, called Internet Explorer, free on the global computer network. Browsers help computer users navigate the Internet, especially the graphics-rich portion known as the World Wide Web.

Microsoft Corp. said its Internet and news services will lose $300 million to $400 million a year over the next few years. The services, which include Microsoft's MSNBC joint venture with General Electric Co.'s NBC network, the Microsoft Network online service, and the company's travel and financial services, aren't expected to break even for three years, said Steve Ballmer, Microsoft's vice president of sales and support.
