Concerned for the safety of several witnesses, the Los Angeles County district attorney's office obtained a grand jury indictment last month of a former Los Angeles neighborhood council president who had been charged in October with misappropriating city funds. James Harris, who headed the Empowerment Congress Southwest Area Neighborhood Development Council in South Los Angeles, is the fifth neighborhood council leader to face criminal charges involving misuse of taxpayer funds.

Police on Thursday arrested James Tyrell Harris, a South Los Angeles community activist and previously convicted felon, on suspicion of misappropriating $85,000 in city funds while serving as chairman of his neighborhood council. Harris is the fifth neighborhood council member in the city to be charged with a felony for allegedly misusing money over the last two years. The cases have raised questions about how closely officials monitor the 89 volunteer neighborhood councils, each of which is annually given money for supplies and community projects.

It was almost four years ago, on a rainy summer night in Washington, D.C. An ambulance crew delivered what was left of James Harris to a hospital emergency ward. James Harris could handle fighters, he'd proven that. But not a car, not head-on. Harris is a light-flyweight. Even after Thanksgiving dinner, he barely weighs 100 pounds. While riding his motorcycle, he'd been struck by a car on a wet street.

"With the way we played last year and then coming back this year and having a below-average season, I didn't think it was going to go as far as Shack, but it has," defensive end Paul Spicer said, referring to Harris' nickname.

Harris also said that he is not a bigamist, although his agent later said that Harris technically is married to two women. In his first public comments since his legal troubles began, Harris repeatedly apologized for the incident that landed him in jail for five days.

James Harris said he will become superintendent of the school district in Taylor, a Detroit suburb, later this month. Harris, 55, spent much of his early education career in Detroit.
