Rwanda has named a new foreign minister to replace the former minister who fled to Paris last month with up to $187,000 in government cash, officials said Friday. The new minister appointed by Prime Minister Faustin Twagirimungu was Anastaza Gasana from Twagirimungu's Republican Democratic Movement party, they said.
