Jerome M. Cole of Corona del Mar has worked for Coldwell Banker and Century 21. Let's hope Jerome M. Cole knows more about running Prudential Real Estate franchises than he does about Merrill Lynch Realty's outright ownership approach to residential real estate offices ("Prudential's Piece of the Rock," Jan. 23). Mr. Cole implied that Merrill Lynch has been less than successful because management imposes strict controls on their newly acquired "entrepreneurial people." Two years ago I was one of those "entrepreneurial people" acquired by Merrill Lynch.

The Newark, N.J.-based insurance and financial services company intends to build a national network of franchised brokerage offices through a new subsidiary, Prudential Real Estate Affiliates, which will be headed by Jerome M. Cole, who has been chairman of Coldwell Banker Residential Affiliates Inc. The new subsidiary will be headquartered in Southern California.

Prudential Real Estate Affiliates, which runs the big insurance company's chain of real estate brokerages from Costa Mesa, is expected to soon name acting president Will Schwartz to the job permanently. Schwartz is to replace Jerome M. Cole, the chain's first president. Cole resigned more than three months ago; he cites a confidentiality agreement with Prudential in declining to disclose the reason.

Prudential Insurance Co. of America will take on real estate giants Century 21 and Coldwell Banker with a national network of real estate brokers based in Costa Mesa. A newly created Prudential subsidiary will begin offering franchises to real estate brokers in 32 states in February. Within five years, the nation's largest insurance company said, it expects to have 3,500 U.S. brokerages.

Run that by again? About a year ago, Jerome M. Cole was criticizing the competition in explaining why Prudential's new nationwide network of franchised real estate brokers began by recruiting individual brokers rather than buying a whole network at once. Merrill Lynch Realty and Coldwell Banker, explained the president of Prudential Real Estate Affiliates Inc., were two "prime examples of companies built primarily through acquisitions."
