The Arena Football League will suspend operations in 1989 in an attempt to restructure, officials of the defending league champion Detroit Drive said Monday. The announcement, however, came as a surprise to officials of the league's local franchise, the Los Angeles Cobras. After several months of bitter negotiations between the owners and league founder and commissioner Jim Foster, the parties reached an impasse and decided to disband this year but said they expect to resume play in 1990.

Supervisor Dennis Hansberger has placed his chief of staff on paid administrative leave while an outside attorney reviews whether Jim Foster violated county ethics policies. Los Angeles attorney Leonard Gumport will examine whether Foster bought less than a half-acre of county land through an intermediary, former Assemblyman Brett Granlund. Officials are barred from buying county land themselves or through a go-between.

Jim Foster, chief of staff for a San Bernardino County supervisor and the focus of criminal and ethics investigations, announced his resignation Thursday. The district attorney's public integrity unit and an outside counsel are investigating whether Foster, chief of staff for Supervisor Dennis Hansberger, purchased county land through an intermediary, in violation of county ethics rules.
