In "Outmaneuvered, Outthought, and Outwitted" (Column Right, June 16), William F. Buckley has the politics right but the issues wrong. If the proposals the Republicans in Congress sought to attach to the flood relief bill were so worthy, why didn't they put them forward to stand on their own? It is precisely because they recognize the partisan nature of these proposals that Republicans attached them as amendments to what they hoped would be a veto-proof bill. The proposal that in the absence of agreement between Congress and the president programs would continue to be funded at their prior level, in particular, deserves extended debate.

Cal State Fullerton will attempt to salvage what's left of another losing season today when it plays at New Mexico State in a Big West Conference game at 12:30 p.m. The Titans (2-7, 0-4 conference) have struggled offensively, averaging 9.9 points per game and losing 34 of their 61 fumbles. But the defense has been vastly improved over recent seasons, giving up a conference-leading average of only 125.3 yards rushing, which ranks Fullerton 20th in the nation.

Stephen F. Austin Athletic Director Jim Hess was named today as New Mexico State's head football coach, taking over a program that has had only one winning season since 1967 and owns the nation's longest losing streak in Division I-A football.
