Authorities have arrested two former inmates suspected of involvement in the jail beating death of John Derek Chamberlain. Raul Villafana, 21, and Jeremy Dezco Culmann, 24, were arrested Wednesday and booked at Orange County Jail. Bail for Culmann was set at $1 million, and Villafana was ordered held without bail. Nine inmates have now been charged in the October 2006 killing. Chamberlain, 41, had been arrested on suspicion of domestic battery and possession of child pornography.

An inmate facing murder charges in the beating death of a man in an Orange County jail filed a claim Wednesday, alleging that deputies ordered him to attack the man, who had been arrested on child pornography charges. Stephen Carlstrom, who is seeking $100 million in damages, is charged along with several other inmates in the 2006 killing of John Derek Chamberlain in the Theo Lacy Jail in Orange. In his claim for damages, Carlstrom alleges that two deputies ordered him to give Chamberlain a "touch-up" -- a beating in jailhouse jargon.

Orange County supervisors voted Tuesday to award a $250,000 contract to a consulting firm to make recommendations for improving conditions in the county's troubled jail system. Sheriff Sandra Hutchens said she wants the firm, Crout and Sida Criminal Justice Consultants, to offer ideas for increasing the safety of staff and inmates in the state's second-largest local jail system. In April, the district attorney released a report that questioned the performance of some deputies at Theo Lacy Jail in Orange, where inmate John Derek Chamberlain was beaten to death in 2006.

The veteran Orange County sheriff's deputy on duty at a jail when an inmate was stomped to death by other prisoners has left the Sheriff's Department. After 10 months on paid leave, Deputy Kevin Taylor's last day was Wednesday. The department's disciplinary records are private, so it is not clear if he resigned or was fired. Taylor is the eighth sheriff's employee to leave amid a grand jury investigation into the 2006 death.

A third Orange County sheriff's deputy has left the department amid allegations related to a grand jury investigation into the 2006 beating death of an inmate in the county's largest jail, a department official said Friday. Deputy Sonja Moreno was placed on administrative leave five months ago after allegedly admitting that she had lied under oath during the grand jury investigation into the beating death of inmate John Derek Chamberlain at Theo Lacy Jail in Orange. Chamberlain, a Mission Viejo resident, was allegedly beaten to death by a throng of inmates.

An Orange County sheriff's internal-affairs investigator left the department Friday amid an investigation into allegations that he pressured a deputy to reveal her confidential testimony before a grand jury investigating the beating death of a jail inmate. Sheriff's officials would not say whether Jose Armas left the department voluntarily or was fired. He joined the department 25 years ago. Armas is the second sheriff's employee involved in the investigation to leave the department since April, when the district attorney's office issued a scathing report about the 2006 beating death of John Derek Chamberlain at Theo Lacy jail in Orange.

The Orange County Board of Supervisors voted Tuesday to hire a Los Angeles County sheriff's watchdog to run its new Office of Independent Review, which will monitor the Orange County Sheriff's Department. Steve Connolly, who has served seven years as an attorney with the Los Angeles County Office of Independent Review, will evaluate internal affairs investigations within the Sheriff's Department.
