Federal investigators looking into widespread fraud and bribery in the nation's defense contracting system are now focusing their attention on potential wrongdoing in Congress, where two representatives are suspected of passing inside information, sources said Friday. In addition to Rep. Bill Chappell Jr. (D-Fla.), chairman of the House Appropriations subcommittee on defense, House Armed Services Committee member Roy Dyson (D-Md.) is under investigation, The Times has learned.

Rep. Joseph P. Addabbo, 60, a senior Democrat in the New York congressional delegation, remains in very serious condition at Walter Reed Hospital, officials said Friday. Addabbo was hospitalized March 6 after suffering a heart attack that doctors said was brought on by the spread of cancer to the brain.

Democratic Assemblyman Alton Waldon Jr. became the first black elected to Congress from Queens when a court Friday rejected an appeal by his challenger. A three-judge panel of the U.S. 2nd Circuit Court of Appeals denied a request for an injunction by the Rev. Floyd Flake, who also is black, to prevent certifying Waldon as winner of the close election June 10 to fill the 6th District seat of the late Joseph P. Addabbo.
