South El Monte's assistant city manager was arrested on suspicion of soliciting a female officer for sex, authorities said. Joseph Alvarado, 33, of Monterey Park was driving a city-owned car when arrested in El Monte on July 31, said El Monte Police Det. Ralph Batres. Alvarado allegedly offered an undercover officer $40 for sex. He was booked and released, and is set to be arraigned Oct. 1, Batres said. Neither Alvarado nor South El Monte officials could be reached for comment Friday.

Valley students were awarded $36,500 in scholarships from three philanthropic organizations this week to continue their education. The awards were given primarily to help high school students make the transition to college, but 16 recipients were fourth-graders in Valley Catholic schools. Six high school seniors received $1,500 each from the Asian American Educators Assn. to use at various universities.
