A Hawthorne man who had been the target of a massive surveillance effort by the Los Angeles County Sheriff's Department this summer was convicted Friday of felony indecent exposure. Long Beach Superior Court jurors deliberated less than three hours before convicting Joseph Wells Noble, 34, on two counts of exposing himself, once in an alley behind a Long Beach apartment building and again in a car in front of a Studio City elementary school.

When repeat child molester Joseph Wells Noble was paroled from prison on April 11, law enforcement officials were convinced he would do it again. Six weeks earlier, the Los Angeles County Sheriff's Department and three South Bay police departments had joined forces to track Noble, 34, who has been in prison almost continuously since 1978 on a variety of child molestation convictions and parole violations.

A convicted child molester, who was on parole for kidnaping and child molestation, was arrested this month after Torrance police spotted him watching children at schools and parks throughout the South Bay and Long Beach. Joseph Wells Noble, 32, who has been in and out of prison since 1975 for sex crimes, was arrested on Feb. 8 because he violated his parole by driving near an area where children congregate, Torrance Police Sgt. Paul Besse said.

A child molester considered such a risk that police officers and sheriff's deputies tracked him after he was paroled last April was sentenced Monday to the maximum six years and eight months in state prison for masturbating next to a schoolyard and in an alley. Joseph Wells Noble, 34, who has been convicted of sex crimes against children three times since 1978, hung his head throughout the hearing and remained silent as Long Beach Superior Court Judge Sheila F. Pokras sentenced him.

A convicted child molester whose release from prison in 1988 was strongly protested by Hawthorne parents was paroled into the same neighborhood last week. Joseph Wells Noble, 33, spent Wednesday and Thursday nights at his parents' Hawthorne home. Parole officials, who received more than a dozen calls from Hawthorne parents and school officials after a recent news report revealed his whereabouts, said that he will be moved out of Hawthorne to an undisclosed location in Los Angeles County.
