She was formerly director of management information systems. John L. Oskins Jr., Orange County's risk management manager and the man who decides whether taxpayers will foot the bill in hundreds of lawsuits filed against the county, will leave next month for a non-government job. Oskins, 44, will join Judicial Arbitration and Mediation Services Inc. as vice president and will set up a new consulting service for public agencies that want to keep their legal expenses down.

H. Warren Knight, 83, a retired Orange County judge who in 1979 founded a private mediation and arbitration service in Santa Ana that has since expanded to offices across the country and to Canada and Europe, died Nov. 15 at Hoag Hospital in Newport Beach of complications from lung disease. His death was announced by his company, which is now based in Irvine and known as JAMS the Resolution Experts. Knight was an Orange County Superior Court judge looking forward to early retirement when he founded Judicial Arbitration and Mediation Services Inc. The firm offered what was then an emerging concept called alternative dispute resolution, in which retired judges, for a fee, serve as third-party deciders in disputes between companies and individuals.

A group of condominium owners who claimed they were the victims of shoddy workmanship have reached a $7.5-million settlement with the developer, the plaintiffs' attorney said. The agreement calls for a cash payment from Quail Ridge Associates to the Quail Ridge Homeowners Assn. Quail Ridge Associates is a joint venture between Newport Beach-based builder/developer Konwiser Corp. and the National Life Insurance Co. of Vermont.

Proposed new rules for private, so-called "rent-a-judge" cases have been attacked by critics who say they would allow a wide range of civil disputes to be routinely heard in secret. The rules, proposed by a state Judicial Council committee, would require the public and press to obtain approval from a private judge to attend.
