A San Fernando judge accused by city prosecutors of acting beyond her jurisdiction believed it was common practice for county prosecutors to simultaneously handle a defendant's felony and misdemeanor cases without a city prosecutor present, an attorney for the judge said Tuesday. The judge had angered city prosecutors by dismissing misdemeanor probation sentences of defendants who pleaded guilty or no contest to a felony charge.

Cathey barred from repeating the alleged acts.

Actor Sean Penn was ordered today to spend 60 days in county jail for reckless driving and for allegedly pummeling an extra who took his photo on the film set of "Colors." Los Angeles Municipal Commissioner Juelann K. Cathey imposed the two-month sentence, to begin July 7, after ruling him in violation of the terms of his probation due to the two recent incidents.

The pilot of a small airplane that "buzzed" participants in last spring's Hands Across America line was placed on two years' probation and fined $600 after pleading no contest Tuesday to a misdemeanor violation of the Public Utilities Code. Thomas Arato, 38, of West Hollywood, was sentenced immediately by Municipal Court Commissioner Juelann K. Cathey.

A man accused of using a blood-filled syringe he claimed was tainted with AIDS to rob shopkeepers was ordered Monday to stand trial on nine robbery and assault charges. San Fernando Municipal Judge Juelann K. Cathey ordered the trial for Wesley Pledger, 35, of Northridge after a daylong preliminary hearing on charges stemming from eight incidents in Canoga Park, Reseda and Northridge in March. The robber was dubbed the "AIDS Bandit" or the "Syringe Bandit" by police and media.

A man police dubbed the "remorseful robber," because they say he sometimes returned cash or valuables to victims who pleaded for their belongings, was ordered Wednesday to stand trial on 33 counts of robbery and one count of kidnaping in connection with a robbery. Municipal Judge Juelann K. Cathey ordered Ronald Sykes, 29, of Eagle Rock to appear in San Fernando Superior Court on Oct. 9 to set a trial date. A 28-year-old Pacoima man was sentenced to 15 years to life in prison Wednesday for arranging the beating death of a co-worker who he said taunted him about being a homosexual. Raul Anicua pleaded guilty last month to second-degree murder in the death of Hortencio Aragon, 20, of Northridge. Anicua was sentenced by San Fernando Superior Court Judge Ronald S. Coen according to a plea arrangement, said Deputy Dist. Atty. Lori Dery.

A Pasadena computer technician was identified in court Wednesday as the person who shot and killed a securities broker outside a Northridge delicatessen last year. John Mazurko, who was sitting in a parked car when the shooting occurred, said he saw Marva DeCarlo Johnson, 29, talking with John J. Collett for about 10 minutes Oct. 28 outside Brent's Deli. Mazurko said he had turned away for a few seconds when he heard a gunshot.
