The City Council has unanimously approved a new, one-year contract with the La Palma Police Assn. that does not include any pay raises. Police Chief David Barr said the officers reluctantly agreed to the new pact, accepting it only because they knew there was no money available. The new contract with police is retroactive from July 1 and extends through June 30. The City Council had the contract among its "consent calendar" items last Tuesday, and there was no debate or discussion of it.

The City Council approved the 2000-01 fiscal year budget during a recent council meeting. The city's general fund revenue for the year will be more than $7 million. The Police Department and Recreation and Community Services Department will receive an 8% increase in funding for the year.

Don't be surprised if you get a call inquiring about city services in the coming weeks. In an effort to help next year's budgetary process, the city will survey residents about city services. The City Council on Tuesday approved spending about $24,300 to hire Hawkins Advertising of Newport Beach to conduct the survey. Under the program, residents will be asked which services they want, what levels they need and how they should be funded.

The City Council on Tuesday night approved the spending plan for the 1996-97 year beginning July 1. No residents showed up to speak either for or against the proposal at a public hearing preceding the vote. The new budget calls for about $5.3 million in spending, compared to $5.4 million for the current year.

City Manager Daniel E. Keen has unveiled a proposed 1996-97 city budget that forecasts more services but slightly less overall spending than in the current fiscal year. "It is a budget which maintains the high service levels which La Palma's residents and businesses have enjoyed for many years," Keen said. The current budget is $5,393,700. Next fiscal year's budget would lower expenditures to $5,295,300. The new city budget would go into effect July 1.

Although many other cities are discussing budget cuts, the city of La Palma is riding out the recession fairly well, City Manager Pamela Gibson said this week. Halfway through the fiscal year, La Palma's income continues to slightly exceed expenses, and the city should remain financially healthy for the rest of the budget year, which ends in June, Gibson said in a report to the City Council on Tuesday.

Three months after voters overwhelmingly approved Proposition 218, a number of Orange County cities are bracing for drastic budget cutbacks caused by the loss of millions of dollars in property tax assessments. Among the hardest hit cities are San Clemente, Stanton, Irvine, La Palma, Yorba Linda, Garden Grove and Tustin, which all rely on special assessment districts to pay for street lighting as well as maintenance of parks, beaches and other public properties.

The city's budget for the fiscal year that begins Saturday calls for a 7% increase in general-fund spending and allows for pay hikes for police and other city employees. The budget, unanimously approved by the City Council, calls for a 1995-96 general fund of $5.4 million. That compares to $5.1 million for the fiscal year that ends June 30. It allows an average 5% pay raise for police and city employees.
