Frank to draw up a plan for the council's approval. A legal case by Police Department employees who said their personal conversations at work were taped has ended with an arbitrator ruling in the city's favor. The six employees alleged that their privacy and civil rights were violated in 1993 when their personal discussions were taped without their knowledge. They filed a lawsuit against the city earlier this year and agreed to accept an arbitrator's decision, City Atty. Philip Kohn said.

A state city clerks association has given Laguna Beach City Clerk Verna L. Rollinger its Award of Distinction for creating a computer communications system that offers the public a wide range of information about the city. The system, dubbed Laguna Access, offers two computer pathways that residents can use to get information about Laguna Beach, including City Council agendas and bus schedules.

Laguna Beach on Tuesday became the first city in Orange County and one of only a handful in the nation to grant medical benefits to unmarried partners of city employees, including gays and lesbians. Under the new policy, approved unanimously by the City Council, unmarried couples will be eligible for medical and dental coverage already extended to spouses of city employees.

City officials are seeking residents to serve on the city's personnel board and on a committee to be formed to determine whether daily parking permits should be sold to motorists who park in non-metered spaces. Parking Sticker Concept Task Force members will consider issues such as educating motorists about the permits, erecting signs in neighborhoods where there are currently no meters and how such a policy would be enforced.

Fired police officer Daniel J. Lowrey sought a court order Friday to force the city to reinstate him. The Superior Court action is necessary because Laguna Beach City Manager Kenneth C. Frank has taken too long to make a decision, said Susan M. Simpson, a legal assistant for Lowrey's attorney, Tom Perez, who filed the complaint. Nearly two months ago, the city Personnel Board said the city should reinstate Lowrey, who was fired by Police Chief Neil J. Purcell Jr.

The City Council's regular order of business will be delayed one hour tonight so council members can meet in closed session at 6 p.m. to discuss employee benefits. When the council reconvenes at 7 p.m. it will consider a revised safety element and a new landscape and scenic highways element for the city's General Plan. Public hearings on these two items have been ongoing for months. The landscape and scenic highways element makes suggestions for landscaping in neighborhoods and along highways.

A sexual harassment lawsuit against Laguna Beach by a former employee who alleged that stress and a hostile work environment forced her from her job was settled this week when the City Council approved a $40,000 payment. Marion L. Roubanis, who worked for the city's Municipal Services Department from June, 1989, to February, 1992, alleged that male co-workers had urged her to wear tight clothes, discuss her sex life and look at nude magazine pictures.

The city Thursday formally rejected allegations in a lawsuit by a former employee who claims that she was repeatedly sexually harassed by co-workers and that her superiors would not help when she complained. In the lawsuit filed in Orange County Superior Court last month, Marion L. Roubanis contends that stress and a hostile environment caused her to eventually leave her job with the city's Municipal Services Department.
