The Golden Rain Foundation's Business Planning and Finance committees will meet jointly today to decide on the proposed business plan for next year. The budget totals $24.5 million in expenditures, or $126 per housing unit per month; that's an increase of slightly less than $3 per unit per month over last year, said Robert Ring, Golden Rain Foundation president. Ring said the increase comes primarily from staffing changes, inflation and changes in service levels.

During its midyear budget review on Friday, the City Council will consider whether to spend $9,000 to help keep Aliso Creek clean. The special meeting will allow council members to discuss the midyear budget, but they will not take final actions on anything until their Feb. 16 meeting, said Leslie Keane, city manager. Council members last week agreed they should spend $2,000 in water quality testing at Aliso Creek and $7,000 to increase street sweeping, which would help keep the creek clear.
