A six-hour zoning hearing on a drug rehabilitation center proposed for Lake View Terrace made one thing clear Monday: The project has now divided a community that once was solidly opposed to it. Phoenix House, a national non-profit corporation, first sought to open the 210-bed Nancy Reagan Center in the former Lake View Medical Center in 1988.
