An Orange County Municipal Court judge has ordered an Anaheim landlord to serve a 30-day jail term for failing to adequately maintain his property. Dat Ba Nguyen, 29, pleaded guilty last week to charges that he violated the city's public nuisance laws by failing to paint one of his buildings, leaving it open to dry rot and termite infestation, said Anaheim code enforcement supervisor Richard La Rochelle.

The recent ruling by the state Fair Employment and Housing Commission against the occupancy limits that discriminate against families with children was long overdue. A representative for the landlords' Orange County Apartment Assn. said the ruling "won't have much effect" on his group's 3,000 members because the association recommends broader guidelines for fair housing than the case involved in the commission's ruling. Perhaps.

Housing advocates receive thousands of complaints annually from tenants who have been unable to recover rent deposits from recalcitrant landlords. Some of these renters are the very people who can least afford to lose even a few hundred dollars, which to them may be the difference between affording new quarters and becoming homeless in pricey Orange County.

The woes of sub-prime lenders, several with offices in Orange County, may make a dent in the county's hot office market, some analysts say. Direct vacancy in Orange County -- not including sublease space -- is a low 7%, but new buildings expected to be completed this year could push vacancy up an additional 4 percentage points, said analyst Michael Knott of Green Street Advisors.

Renters ruled the roost again in the third quarter as Southern California's office market remained flat even though some employers are expanding again. The bright spot in Los Angeles County continued to be the neighborhoods of Santa Monica, Venice and Playa Vista, where growing technology and entertainment companies are snapping up space, undeterred by rising rents. As one travels east, though, the picture grows more spotty for landlords. "It's like a wave heading out from Santa Monica," broker Josh Wrobel said.

Low-income residents of Orange County, San Diego and dozens of other U.S. communities will receive higher federal housing subsidies to help keep pace with skyrocketing housing costs, the federal government's housing agency said Tuesday. Officials at the U.S. Department of Housing and Urban Development said they hope the measure will make an additional 1.4 million apartments available to low-income families in areas where fast-rising prices are shutting them out of the rental market.

In a sign that the economic slowdown is affecting Southern California businesses, the rents on office space are down slightly over last year, and vacancy rates are up. In some parts of the region, office buildings that once housed mortgage lenders and other housing-related businesses stand 20% empty, according to brokerage Cushman & Wakefield.

In 1978, Dr. Arthur Lorber bought a six-story office building that was within walking distance of the Santa Ana Civic Center. The physician figured that the aging structure, which was occupied primarily by county agencies, would be a good investment. Seven years later, the agencies moved to county-owned offices. The building, whose lobby was renovated, has been mostly vacant since. Unable to attract new tenants, Lorber would like to sell but knows that it will be at a low price.

T. Patrick Smith is president of Irvine Pacific Co., one of the Irvine Co.'s operating divisions. As such, he runs an empire of 10,000 apartments spread throughout 88 apartment complexes in Irvine, Tustin, Orange and the unincorporated areas of the county, making Smith one of the county's largest landlords. In Orange County, only Western National Properties and Regis Homes Corp. are in the same league. But the apartment market isn't what it used to be.
