A proposed Anaheim-to-Las Vegas high-speed train became a hot topic as Congress prepared to pass an economic recovery bill. In reality, not a word about the train appears in the 1,000-plus page, $787-billion bill that Congress passed Friday night. However, the bill does provide $8 billion for unspecified high-speed and intercity passenger rail projects, more than three times as much as allocated in earlier versions of the legislation. As Washington struggles to find ways to fund highway improvements, a congressionally created commission on Thursday called for a 10-cent-a-gallon increase in the federal gas tax, while proposing that the country move to a system of charging motorists for how much they drive. The idea of a tax increase would probably face strong resistance from lawmakers seeking reelection and consumers already reeling in a tough economy.

The Senate Finance Committee, which Democrats had hoped would begin public debate of a healthcare bill this month, appears likely to delay that until July, congressional aides said.

The House voted overwhelmingly Tuesday night to approve a $1.4-billion stopgap extension of jobless benefits, but some states are beginning to seek longer-term solutions to an unemployment problem that is expected to worsen heading into next year. The extension, covering an additional 13 weeks, would maintain payments for more than 1 million workers in 29 hard-hit states whose benefits are set to expire before the end of 2009. Unemployment payments for more than 300,000 U.S. workers will end this month alone.

After an hours-long partisan debate, Republicans in the state Assembly on Monday defeated a bill that would have authorized spending more than $2.5 billion in federal stimulus money to provide 20 weeks of extra unemployment benefits. The bill would have provided extended benefits this year to an estimated 260,000 jobless Californians, including 74,000 whose unemployment checks are due to run out April 12. They are now eligible for up to 59 weeks of benefits.

In an effort to maintain control of the healthcare debate, President Obama on Tuesday ridiculed critics of his government-run insurance proposal, saying private insurers have nothing to fear if they are efficient and consumer-friendly. "If private insurers say that the marketplace provides the best-quality healthcare -- if they tell us that they're offering a good deal -- then why is it that the government, which they say can't run anything, suddenly is going to drive them out of business?"
