The U.S. senators from Pennsylvania and New Jersey filed a lawsuit seeking to keep the Philadelphia Naval Shipyard open. New Jersey Rep. Christopher H. Smith was the only Republican to vote against a measure Friday that would continue most government operations past midnight Monday. Smith opposed the measure because it would increase Medicare premiums, an issue that also caused him to defy his party on recent votes on its Medicare overhaul and its plan to balance the budget within seven years.
