Los Angeles will move "as quickly as possible" to organize a program of assistance to Leningrad, Mayor Tom Bradley said Monday. Just back from a visit to Los Angeles' newest sister city, Bradley said Leningrad is in need of help with modernization. The aid approach will be similar to that of the Peace Corps and will combine public and private assistance, Bradley said. "They need help from both sectors," he said.

On the surface, all this might sound a little ominous, a variation perhaps on the "off-to-Siberia-with-you" fate that was once the stuff of dark Russian novels and Russian politics. But, in these historic times, it is Mayor Tom Bradley's vision of glasnost .
