With the average one-bedroom rent in Ventura estimated at more than $675, the 76-year-old retiree concluded that many of the city's transients may never get a shot at renting an apartment and landing a job.

A nonprofit group that helps low-income Ventura County residents find work and lodging will hold an open house at its new Ventura facility today. Ventura County Supervisor Susan Lacey; David Roddick, the Commission on Human Concerns' new board chairman, and longtime homeless advocate Les Goldberg will deliver welcoming remarks at 2 p.m. The center is located at 946 E. Thompson Blvd. The building was purchased in July by Les Goldberg, the commission's former board chairman.

The Commission on Human Concerns, an advocacy group for the homeless, is scheduled to meet Thursday to discuss setting up a day center and boarding house for homeless people in central Ventura. Board member Les Goldberg bought the house at 946 Thompson Blvd. last month, with plans to lease it to the commission. Once approved by the commission, the shelter must also receive a permit from the City Council before it can open its doors, said Lee Riggins, the commission's executive director.

The Protos Awards, Orange County's annual recognition program for public relations work, drew 173 entries this year, up from 136 last year. The winners were announced at a banquet Friday sponsored by the Orange County chapter of the Public Relations Society of America. In all, 31 top honors, or Protos Awards, were bestowed in 25 categories. An additional 50 entries received honorable mention recognition. Entries were judged on creativity and by how well they accomplished the client's objectives.

William D. King has been named chairman and chief executive of Aviation Distributors, a Lake Forest airplane parts reseller. Salem Naber, who served as interim chief executive and president since March 1998, is retiring but will remain a director of the company. King has been a consultant for Aviation for six months. He previously was with JWP Inc. as executive vice president and president of the company's electrical and mechanical group.

As director of the Ventura County Commission on Human Concerns, Lee Riggan finds that her job never ends. After hours, the Thousand Oaks great-grandmother may be on highway cleanup detail with a homeless client, selling donated goods at a Ventura swap meet to raise money or taking a night class to learn how to set up a commission Web page. "You wish instead of 24 hours a day, you had 48 hours a day so you could do all these things," said Riggan, 60.
