The Dow Jones industrial average rose 11.23 points to close at 3,285.35. * Mexico's stock market advanced for the second day in a row after losing nearly 12% of its value earlier in the week. * Treasury bond prices fell, depressed in part by a belief that interest rates won't fall anytime soon.
