Ten officers and employees of the city's Police Department were honored for outstanding service at the Santa Ana Police Officers Assn.'s 29th annual awards banquet. The award nominations and selections were made by a vote of the association's 500 members, a peer selection process that makes the honor especially meaningful, said Don Blankenship, association president.

Police issued a public appeal Tuesday for help in locating a man who has been indecently exposing himself to women in the city since 1983. Investigator Linda Faust said 30 to 40 cases have been reported during the last six years, "and I'd be surprised if that's more than a quarter of the actual incidents. I think he's out there all the time." She described the man as in his late 30s to mid-40s with sandy-blond hair that has been receding over the years.

A 27-year-old man accused of making hundreds of obscene phone calls to women in Orange County has been sentenced to five years in state prison after pleading guilty to 14 felony counts. Police investigators say Joseph Rocha Valenzuela of Santa Ana made hundreds of calls to businesses such as preschools where women were likely to answer the phone, and then threatened to detonate a bomb if the women did not answer his questions.

Police arrested a known sex offender in connection with this week's sexual assault of two 7-year-old girls in a school restroom and indecent exposure to two other students, investigators said Thursday. Staff members at the Calvary Church school on Tustin Avenue helped police identify the man as Jose Artemio Arriaga, 31, who registered as a sex offender with the Police Department on Dec. 22, 1995, Police Lt. Bob Helton said.

A 27-year-old convicted felon from Santa Ana has been arrested for allegedly making as many as 100 bomb threats and obscene phone calls to women at area preschools, churches, shopping malls, hospitals and homes, police said Wednesday. Joseph Rocha Valenzuela was arrested without incident at his 6th Street home on Friday. He was arraigned Tuesday in Municipal Court in Santa Ana on charges relating to 10 of the phone calls and faces a preliminary hearing on March 26, officials said.

A Temecula pool hall owner is a suspected serial rapist who may have committed 86 burglaries, sexual assaults and other crimes across Orange County during an eight-year rampage that ended with his arrest, authorities said Tuesday. Police said the 45-year-old suspect typically left his victims obscene notes or exposed himself during burglaries and sometimes returned to the same homes to rape the women who lived there.
