The meeting at the Ivar Theatre in Hollywood one recent Monday night started late and had an appropriately disorganized and distinctly Bohemian flavor. One of the first speakers felt compelled to advise the audience of about 60 people to consolidate at the front of the auditorium so the gathering looked more like what it was intended to be--on the off chance that a television crew might show up.

On the Arts Circuit: National Endowment for the Arts Chairman John E. Frohnmayer is scheduled to spend portions of three days this week in Los Angeles, highlighted by a Thursday evening public meeting with members of the Southern California arts community. The event, scheduled to begin at the Ivar Theatre in Hollywood, is sponsored by the California Confederation of the Arts, the Los Angeles Arts Democratic Club and the National Campaign for Freedom of Expression.

Ceramics artist Karen Koblitz will speak at a free, public art forum at 12:30 p.m. Monday at Rancho Santiago College. Koblitz, who founded the Los Angeles Arts Democratic Club, teaches art at USC and operates a studio in Los Angeles. She is a board member of the Craft Emergency Relief Fund and California Lawyers for the Arts.
