Voters will go to the polls Tuesday to pick a replacement for former Rep. Jane Harman and choose one board member each for the Los Angeles Unified School District and the Los Angeles Community College District. Polls will be open from 7 a.m. to 8 p.m. Mail-in ballots must be received by the time polls close or can be dropped off at a voting place on election day. Sixteen candidates are on the ballot in the 36th Congressional District to replace Harman, who resigned in February.

Michael Woo, a member of the Los Angeles City Council since 1985, has cast himself as the mayoral candidate best qualified to ease the city's racial and social tensions. In his eight years at City Hall, Woo, 41, has positioned himself as a new breed of politician, sponsoring a liberal urban agenda that frequently put him at odds with the city's status quo. Woo, who lives in Silver Lake, leaves a mixed record of accomplishment in his Hollywood district.

In sharp contrast to the vitriolic campaign for mayor of Los Angeles, the race to succeed City Councilman Ernani Bernardi in the northeast San Fernando Valley has been decidedly polite. The contenders in the June 8 runoff election--Lyle Hall and Richard Alarcon--are moderate-to-liberal Democrats who agree on the issues more often than not.

THE ECONOMY Riordan: Would sell government bonds to provide capital to attract high-tech firms to Los Angeles. Would limit the council's right to intervene in the process of issuing permits. Would require that environmental impact reviews of new projects be completed within one year.

Los Angeles County elections generally bring few surprises, few choices and few opportunities, and with one exception, this year's race is no different. Supervisor Yvonne B. Burke's impending retirement created that rarest of phenomena, an open seat on the Board of Supervisors, and later this spring this page will endorse in the race to succeed her. But the elections in which we endorse today -- 4th and 5th District supervisor and district attorney -- feature multi-term incumbents Don Knabe, Michael D. Antonovich and Steve Cooley cruising to reelection with only token opposition.

The Los Angeles County Board of Supervisors, whose five members represent one of the last bastions of resistance to term limits, is reluctantly planning to ask voters to hold them to three four-year terms in office. The board is scheduled Tuesday to place two term limit measures on the March 2002 ballot--one to limit them to three terms and a wider one that would place similar limits on the three countywide elected officials: the assessor, district attorney and sheriff.

After the most bitter and wide-open campaign in Compton's history, voters will decide today whether to give controversial Mayor Omar Bradley a third four-year term. Threats of violence have marked the race. City Clerk Charles Davis, who supervises the election, said Monday he has asked the Los Angles County Sheriff's Department to be on alert for any problems. Davis said his office has received reports that some campaigns may field security workers outside the polls.
