On Nov. 4, when Los Angeles County voters working their way through the ballot finally get to Proposition J, they will have waded through four statewide measures seeking $1.8 billion for uses ranging from schools to state prisons. That bothers county officials backing the $96-million county bond measure to finance 4,644 new adult and juvenile detention beds for a jail system holding more than 20,000 inmates, but designed for only 12,000.
