A wind-whipped fire that blackened 3,200 acres of brush and charged through a northern San Fernando Valley neighborhood came to a smoldering end Saturday while many of the residents whose homes were destroyed or damaged returned to pick through the rubble. The scenes that often accompany a fire disaster of this magnitude--public displays of grief, the mobilizing of social services--were mostly absent.

Councilman Chris Holden has filed for a legal separation from his wife, Michelle E. Holden, who pleaded no contest last year to sexual intercourse with their 15-year-old male baby-sitter. Chris Holden, 39, the son of Los Angeles Councilman Nate Holden, cited irreconcilable differences with his wife of 10 years as the reason for the separation, said Chris Holden's attorney, M. Lynda Sheridan.

For the second time in three years, I received my property tax bill with a penalty. Each time this unwelcomed surprise has occurred, I had just bought a new property. The Los Angeles County tax assessor's office is supposed to send out the bills in October, but if it fails to do so, that's too bad, according to both my escrow office and the Long Beach office for tax information. The property owner has to pay the tax plus penalty--this year it amounted to $178 over and above the basic rate.

A chance to win perhaps the cushiest job up for grabs this year lured a field of 11 candidates for major party nominations for a seat on the state Board of Equalization. The board has a reputation as a comfortable political refuge, paying $82,000 a year. It is the only elected tax appeals board in the nation and its seats are rarely open. This race, for the board's 4th District, was set off by the retirement after 28 years of Richard Nevins.

The construction of new homes has led to a 17.4% jump in the Agoura Hills assessment roll, giving the newly formed city the third-largest valuation increase of any in Los Angeles County, Tax Assessor Alexander Pope said Tuesday. The assessed valuation of property in the eight-square-mile city west of the San Fernando Valley is $854 million. Overall, the county's assessment roll totals $259 billion--or three times that of New York City, Pope said. The county's assessed valuation increased by $21.

Homeowners who receive mail solicitations telling them they can file for a tax exemption for a fee should know that the simple process can be completed free of charge, the Los Angeles County tax assessor said. Assessor Kenneth P. Hahn said that at least two companies have sent out fliers saying that for $30, the company will file a homeowner exemption claim form on behalf of the homeowner.
