The Los Angeles City Council took steps Friday that could end overtime payments to five of the Department of Water and Power's highest-paid managers. A proposed ordinance would give legal authority to a DWP board resolution approved in April to disqualify the managers from such pay. In March, a report revealed that 468 managers who earn more than $70,000 a year each received an average of $4,600 in overtime payments in 1992.
