Buckling under intense lobbying from county supervisors and the mayor of Los Angeles, RTD directors Tuesday reversed a previous decision and voted to have sheriff's deputies--and not its own police force--protect the new Long Beach-Los Angeles light-rail line. "We succumbed to political pressure. That's the truth," said Southern California Rapid Transit District board President Gordana Swanson after the 7-1 vote. "It had nothing to do with our (transit officers') ability to do the job.

The Los Angeles County Transportation Commission has voted to move ahead with preliminary work on the Los Angeles-to-Long Beach rail line, despite objections that have been raised by the city of Compton, one of the cities through which the 21-mile line would run. During the next two weeks, the commission said it will work with Compton officials in hopes of resolving the city's environmental concerns.

A segment of Wilmington Avenue in Compton will be closed through July 19 because of light-rail line construction, the Los Angeles County Transportation Commission said. Wilmington Avenue will be closed from Imperial Highway to the Southern Pacific railroad tracks while new grade crossings are installed for both the Southern Pacific trains and light-rail transit cars. Businesses can be reached by foot.

The six-month, $517,000 restoration of the Watts train station, designated a Los Angeles cultural-historical monument in 1974, has begun at 103rd Street and Grandee Avenue. Driver-Eddy Construction Co. of Santa Fe Springs is handling restoration of the 1,800-square-foot, 1904-vintage wooden structure. When the restoration is complete, the station will look as it did when it was a major stop on the Pacific Electric line between Los Angeles and Long Beach.

More than 70% of the tunneling needed to finish the Rapid Transit District's 4.4-mile subway system in Los Angeles has been completed, RTD officials announced Wednesday. After five months of work on the system, contractors completed the tunnel segment between the Pershing Square Station and the 7th Street/Metro Center Station, RTD General Manager Alan Pegg said.

In its race with the City of Signal Hill, the City Council committed $100,000 Tuesday to study the feasibility of building an auto mall. While the city studies the possibility of forming a redevelopment project area for a mall, six auto dealers have agreed they "will not talk with anyone for six months to see what we can put together," Mayor Ernie Kell said. The dealers have discussed moving to Signal Hill, where officials also are scrambling to build an auto mall.

A proposal that could end Compton's running battle with proponents of the Los Angeles-to-Long Beach light rail line will be considered by the City Council on Friday at a noon workshop followed by a 1 p.m. special meeting. The city and the Los Angeles County Transportation Commission are close to an agreement that calls for diverting freight train traffic from tracks that pass in front of City Hall while constructing an overpass for vehicles traveling along Rosecrans Avenue at Alameda Street.

Walt Disney Co. plans to target minority-owned businesses for up to $450 million in labor and materials for its proposed $3-billion expansion project near Disneyland--expected to be one of the Southland's largest construction projects in the 1990s. The entertainment conglomerate has set what it calls an "aggressive" target of awarding 15% of the contracts for a 470-acre expansion of its original Anaheim theme park to minority businesses.

Six major developers apparently think the concept would be a hit--a sleek monorail whooshing along Ocean Boulevard in Long Beach and across the bay to the Queen Mary. But the developers, who gathered last week to talk about the proposal, have decided they are not yet ready to jump aboard. They say they need to know more before they open their checkbooks. They decided to commission a 3-month study into the technological feasibility, projected ridership and cost of a downtown monorail loop.

Los Angeles Mayor Tom Bradley, in his third appearance here in two weeks, shook the hands Friday of hundreds of potential supporters in what some Democratic officials saw as an attempt to stake out greater support for a possible run for governor in 1986. Bradley's only stated reason for the trip was to tour San Diego's light rail trolley system.
