An effort to recall Mayor Ricardo Sanchez has failed, city officials said. Organizers of the recall attempt fell short by more than 200 signatures in their attempt to force Sanchez to defend his seat, according to a letter sent by City Clerk Andrea Hooper to recall organizers. Recall supporters needed 3,247 signatures to put a recall election on the city's ballot. The Los Angeles County registrar-recorder's office could verify only 3,025 of the 3,910 signatures submitted, Hooper said.

A group of local politicians called for unity among residents Monday and cited the city's record of improvement projects that they said have been made over recent years. At a news conference, they took aim at a Los Angeles Times article last Friday that highlighted political divisions on the City Council and criticism by some residents.

Since the late 1960s, the city of Lynwood, like many other southeast Los Angeles communities, has been a window on the shifting demographics of Southern California. Its population was first dominated by whites, then blacks and for the last decade, Latinos. But it wasn't until last week's municipal elections that Latinos fully exercised their power at the polls. When the ballots were counted, voters had elected a City Council with a Latino majority.

Along the pockmarked streets, past peeling storefronts, the welcome signs proclaiming Lynwood an All-America City provide a glimpse of its suburban past. In 1961, when the city won the distinction, Lynwood seemed destined for a long period of stability, echoing its Chamber of Commerce's boast that the city was "the best place to live best." And so it must have appeared to thousands of World War II veterans and their families who had flocked to the city after the war.
